St Julians sits on the eastern bank of the tidal River Usk, and its streets of Edwardian and inter-war housing were laid out as Newport expanded away from the docks. Drainage here is largely original clay pipework of that period, and the proximity of the tidal river means groundwater levels in the lower streets toward Lliswerry rise and fall with the tide, which can slow the natural fall of older systems during wet weather.

Much of the older network around Maindee and Barnardtown is combined, carrying foul and surface water together, so intense summer downpours can surcharge gullies and manholes before the system recovers.
