Portsmouth is built almost entirely on Portsea Island, a low-lying island of raised beach deposits and clay barely above sea level, and that single fact explains most of its drainage behaviour. Gravity sewers across the city discharge into a network heavily influenced by tide, so at high water drainage slows and gullies surcharge regardless of what is happening inside the pipe. The city is also one of the most densely built in the country, which means long shared private drain runs serving multiple terraced properties.

Old Portsmouth, Southsea, Fratton and North End retain extensive Victorian clay and brick drainage, much of it combined, laid shallow beneath narrow streets.
